Never been to Texas, and I should leave this to the Texans here, but I'm guessing they throw navigable waterways in with highway enforcement, much like the state police here.

dunno bout all that but I was in the 95th percentile of some sort a test thingy back in the day. Wonder why Mensa never called? shit.. I woulda paid the dues. or is that 99% and above only? Google that shit for me?

That river is the border with Mexico. Since the Feds have done next to nothing to secure it from drugs, counterfeit merch, or illegal immigration, the state decided to step in. One of the biggest issues the Feds created without meaning to was what was called splash downs. Sumggelers, of both drugs and people, would drive vehicles into the river to escape law enforcement. This was because the Feds considered anyone in the river to have reached Mexico and would end all pursuit. Texas was tired of having these criminals stand a foot into the river and give the Feds the finger.

So enter the boats which some in Washington called the Texas Navy in a mocking tone. That was then adopted as the nickname for the project. So now when criminals splash down into the river they are often scooped out by the officers in the boats and the drugs or goods are confiscated. Then contractors are called to fish the vehicles out of the river.

The only statewide law enforcement organization is the DPS or Highway Patrol. So the boats were given to them to operate. In news that should shock no one, the Feds tried to shut down the "Texas Navy" but lost.
