One potential problem with the "peaceful Marines" and "peaceful National Guardsmen" narrative is that it only takes one foolish or inflammatory action on the part of a protestor toward a Marine or Guardsman to provoke a response from a Marine or Guardsman that can escalate things very quickly.

So far, it appears law enforcement is being careful to single out the activists, outsiders, and instigators for arrest & removal from scene. Any activist that DOES act in a way that will harm a federal law enforcement officer (such as throwing rocks, shooting fireworks or other incendiary devices, etc.) at them should absolutely be arrested and charged with a federal crime.

It is an issue for the local mayor and governor, Sam.

If they want federal help, they must ask for it, or agree to it.

Dumpy sent the National Guard (and Marines) IN when the mayor and governor specifically said NOT to do that.

If tiny dick wants to do that, he is required by law to invoke the Insurrection Act, which he has not (yet) done.

That is my understanding of the law.
If someone can point out that I am wrong about that, please do so.
