Ok I will concede on the semantics. However previously the CDC was saying workers shouldn’t be going into the office. Now saying may be permitted is a big change.
But that s new guidance makes sense. Those who have been exposed and didn’t get sick or those that did get sick and have recovered should go back to normal activities.

It's a lot more than semantics. The CDC document also limited their guidance specifically to critical infrastructure workers. Nothing about going back into the office. Though admittedly some critical infrastructure workers may work in an office I would think that most were in the field somewhere or some facility other than an office.
