That's the whole point. Peak electric system loads occur during the day. You would be charging your plug-in hybrid at night during off-peak hours. It doesn't overload the grid at all, in fact it flattens the system load which in some ways is a "good" thing.

Think about it. I'm sure you have a few functioning brain cells left that don't cause your knee to jerk to the right.

The 'lectricity grid is strained....... during the day. At night the power companies have fits trying to keep the generatin' matching the consumin' which plummets late at night. This is what's so nice about golf ca... uhh ba'try powered cars. If you got a large number of cars plugged in at night, they make a nice sponge for all that excess power. This would allow the power companies to become more efficient which would probably just mean more profits for dick cheney, but, it's a good thing, anyhoo.
