Yes, and we've also seen how well the world body responds to THAT circumstance.
In other words when dealiing with conflict the UN is completely useless and unnecessary, the resolutions mean nothing because they aren't enforced, and when we choose to enforce them on our own the reaction is as if we'd just murdered the pope.
That about right?
