He had hoped to show up before it was announced as a done deal and take credit for it. But he got fucked when they announced an agreement had been made, before he'd arrived in Washington. So he did the only option left to him, which is to try and throw a wrench in it, by getting others to oppose the bill.
His little plan backfired, and now he's going back on his word for the millionth time, by turning tail and showing up to the debate anyway, with the bill still being worked on through the weekend. He got his little bluff called and folded like a bitch. He's a coward and a dumbfuck.
