There is a shit ton of reasons. We can start with decades of mismanagement under their local leaders. We can then look to the legislation Bubba signed in 1996 that phased out many of the subsidies the island enjoyed over a 10 year period. As such many businesses and population left. The local governments including the city of San Juan mad disastrous decisions in an attempt to lure business back but instead left the island with crushing debt. At the same time the local governments did little to pick the low hanging fruit. Some estimates put 60% of the island on Medicare/Medicaid. They have underfunded that for years. So why are they in a world of hurt? Most of it is their own doing. Bubba didn’t help when he killed th subsidies that propped up their economy. Then again they knew it was coming and failed to plan for it.

Bottom line most of the reasons fall at the feet of their local government leaders.

As for the skin color/race who knows what the skin color of every elected official in PR was/is. Mighty racist of you to assume for the last 70 years they have all been “brown skinned.” I have no idea of all the elected officials skin color or race, nor does it matter. You should teach a class in PR history and leave out all the stuff that doesn't involve Bubba and Brown people (ok some are pretty black) and make sure it only goes back to 1947. Your students would then be dumber than when they started your class. You really are one myopic tard.
