That is a false dichotomy but I will try and answer it the best I can. Traffic circles are usually safer than lights so if it is a place where a circle would work it is there to control people. (They are also a reason to tax you more because lights are so much more expensive.) In those places where a circle is not feasible it's there for public safety for most of the day, but if it's illegal to run it at four am with no one around then that is for population control, by definition.
But public safety and crimes that are malum in se are two different subjects.
