Now the issue for Don extends far beyond the legality of his actions.

Misconduct, even if not technically illegal, could be extremely problematic for him.
It is not hard at all to imagine him being found unfit for office if things come to light that he would rather not have come to light.

Mueller chose to (according to Barr) specifically say that his report does not exonerate Donald of obstruction.
That means something.
