The NCAA Football Rules Committee passed measures to lower the kicking tee from two inches to one and start the clock when the ball is spotted on change of possessions. The changes are among the rule modifications made by the committee recently to help speed up games next season, particularly at the I-A level. The committee also enacted a rule that will start the clock when the ball is kicked off rather than when it is received. Conference commissioners also sent recommendations to the NCAA Playing Rules Oversight Panel that would cut halftime to 15 minutes and allow coaches to challenge calls made by officials, a slight variation to the replay system already in place.

One concern of mine ...

... which I'll admit is a long shot, and will probably never happen, but its about when the clock starts on a kick off. Let's say the receiving team has a slight lead, and wants to run out the clock. In the old rules, the clock doesn't start until they touch the ball. In the new rules, CONCEIVABLY, if the ball comes to a stop in bounds, they can form a barrier around it without touching it, and the clock will continue to tick. All they have to do is to continue to block the opposing team away from the ball until time is called.

Like I said, it's unlikely to happen, but why chance it? How does delaying the start of the clock by 3-5 seconds on kickoffs significantly change the game?

Also, 15 minute halftimes for college games IS AN ABOMINATION!!!!

Bands will not like only having 15 minute halftimes.

Just like the NFL...shorten the game..lengthen the commercials.

I believe when the ball comes to rest in today's game, the officials usually blow it dead if the covering team refuses to down the ball.

As for your example, m2, the receiving team does not deserve to win if they are going to surround a live ball up for grabs and play a "capture the flag" type game. That will never happen. However, BtH's assertion that the squib kick will die is true.

I like the idea of the clock moving when the ball is kicked. I don't like the clock moving off of the change of possession.

Rule 6 Article 5 of the NCAA Rulebook:

"If a free kick comes to rest inbounds and no player attempts to secure it, the ball becomes dead and belongs to the receiving team at the dead-ball spot."


There shall be no guarding of the ball to run down the clock.
