More importantly, he and Pataki despise each other. Rudy even went so far as to endorse a Democrat against Pataki. Don't think that will ever be forgotten by NY Republicans. I give him props for how he handled 9-11. As far as his popularity was before the event, probably something close to 50-50. He did use his popularity after 9-11 to get his boy Bloomberg elected.

Dude cleaned up much of NYC and Manhatten in particular. Anyone who spent any amount of time there before, during and after his time in office can attest to that. Look at Time Square in particular, it's transformation is nothing short of amazing.
