I definitely think White would've played at some point this year, if not this Saturday against ASU. Cox has proven he's not capable of leading this team. Jackson had some good moments on Saturday, but he's still a work in progress.
Part of me is actually kind of happy, since I think B Jax ultimately gives us the best chance to win. I think at this point, you just have to chalk this season up as an extended practice. B Jax has one more year left after this, so I'm hoping Hawkins just sticks with him and lets him learn on the fly. Then next season, he'll be ready to put up Troy Smith numbers. :D
If the goal was to win this year, White (or a White/B Jax rotation) might've been our best hope. But for the future, I think it's better that Jackson will get more snaps.
It's also possible that White was in the proverbial "dog house." I've read a few things on BuffBackers to that effect. It's also noteworthy that our best WR from last season, Dusty Sprague, is getting zero PT. Blake Mackey is also noticeably absent. I don't know if Hawkins is just trying to prove a point with those two, but at some point, it'd be nice to have some WRs on the field who can make plays...
