Another question for the refs

while sitting and drinking (a lot) during the game at the Coli yesterday, the subject of Wisconsin using the new clock rules to run out the clock vs Penn State came up. I brought up another way an offense could run out the clock but none of us were sure if it would work. To know if it would work we would need to know...

Does the clock stop when the Offense has an illegal procdure called on them or do they start the clock again once the yards are marked off?
Can the defense decline an illegal procedure penalty like not enough men on the line of scrimage?

wasnt the offsides on Wisconsins kickoffs intentional?

so then as long as the refs dont think its intentional a team can line just 5 guys on the line for 4 or 5 plays in a row without loss of down and milk a couple minutes off the clock?

No. As soon as it shows a trend as BtH pointed out the officials can put a stop to it. Starting the clock on the snap and losing 15 yards each snap would stop it very quickly.
