I've always been under the impression that weaponizing chemical's was a little more difficult than pouring some vile looking shit into a warhead....

Until he get's here, I'll just speculate that maybe it's either a "psy op" kind of thing OR some low tech attempt at getting toxic stuff into the wounds caused by shrapnel.
Kind of like tipping punji stakes with shit to improve odds the wound got infected.

wouldn't the chemicals vaporize upon impact in the heat and fire of the explosion, or is that part of the dealio minimized to accomodate the chemical dispersion?

What little I know about chemical weapons, is what I've learned from my buddy who handled the shit in Iraq.
The stuff he dealt with wasn't a chemical weapon in and of itself, per se, but it was some sort of activator that is added to something else before arming...or so I'm told.(The stuff he handled was left over from the Iran/Iraq War, apparently.)
And I've seen what a miniscule amount leaking from the stotage drum did to my buddy in a few minute's exposure. I hope if that's really what they're doing, those evil fucks spill a little in their vehicle, or their tent, or wherever. A little taste of their own "medicine" would be justice.
But there's still leftover shit kicking around...no doubt.

The chemicals were from pre-91, he got ahold of them in 2004.
