The guy's a pushover, and he's surrounded himself with vermin without really understanding it.
Perfect example - the claptrap about Putin...where he gazed into his eyes and decided he was a good man.

Now, the latest twine is unraveling with Wolfowitz at the World Bank. Paul W. has no banking qualifications whatsoever. His role is to steer patronage toward multinationals and away from those the office is intended to serve. Problem is...Paul got busy steering it his way first.
This fits the pattern...remember Dubya's choice for FEMA? Secretary of Defense? Attorney General? All positions that have been BUNGLED by the folks he set into those roles.
Dubya...nice guy, a little slow on the take - PERFECT guy to set in the Presidency, if you're set on looting America.
