With Rove leaving, who's the biggest 'criminal'???

I know that many democrats have issues with the guy, so I wanted to know who is the biggest 'enemy' of the people. Here's several viable candidates. My money's on the biggest puppeteer himself, at the top of the list. The billionaire with an endless reservoir of green.

Carrot Top's crimes are strictly aesthetic, while Steinbrenner's are strategic. Lasorda was effectively framed. No, the biggest criminal still loose in the halls of power is Cheney. And when he's hanged bythe neck, his eyes bulging, the drool dripping off his grotesquely twisted purple mask of seething defiant ferocity, his pacemaker still sparking in his dead chest, America and the world will know a pause...between a curse and a prayer.
