Seems like an odd thing to say. If anything we'd want students from those countries to come here, if only to see how fucked up their own countries are. I'm pretty sure the visa screening process would sufficiently weed out any active terrorists, and if they weren't active but planned to become terrorists once here there would be no way we could tell no matter what country they came from.
