Most people interpret the word "convicted" as being "found guilty" in a verdict returned by a jury. In that sense, Stevens has definitely been convicted.
^^^ Pretty much nailed it from a legal standpoint.
From a political standpoint, however, Stevens' career is over, as well it should be. No way he can, or at least should, win an election following a guilty verdict.

conviction be overturned? For that to happen, there has to be a conviction to start with.
