They vote against it. The bills get passed, the tax money allotted, so they paid under protest and they feel the received substandard service. What's your problem with that ?
Frankly, I don't think Metro was prepared, I don't blame Metro at all. I think the number of people attending was underestimated - no real precedent for it. Conservative activism such as this is relatively new.

I think the system does fine when they're prepared. Take for instance the Innauguration. I don't think Metro was prepared for this.

Not exactly smackoholic.
The lib protestors are more organized. This "community organization" thing is new to conservative activists that are normally focused on mind their own business. The professionalism of protesting award really does need to go to the libs. They do a better job, of course, that's all they do.
Many of the folks - I know several - actually took time and vacation time to come down and express their disdain for the administration's plans. Came as far as Maine and never attended a "rally" in their life.
The simple fact of the matter is, Metro wasn't prepared. I don't think that was entirely their fault either. It was simply a matter of protest by unprofessional protestors.
