If you can't rape deaf boys in Wisconsin, what's the point of having a huge religion? Does the Church walk on this? Does the Rott get put down?

What "latitude" are you pretending to talk about? The bishops' chain of command leads straight to the cardinal, and that's just what they did. As the cardinal, it was the Rott's specific duty to act on the allegations.

That would depend on the specific category of assault and the state law in question. Needless to say, proving 22 year old allegations is problematic at best and a waste of time when the guy was about to croak anyway.

Maybe those bishops should have been a little more timely in forwarding their concerns to the Vatican.
