Banned by IP

Do users that are banned via IP address have their IP's banned permanently, or is it temporary? Does the ban get lifted every few months or something like that?

A friend wants to know.

On that note, I got banned from another BBS. If I try to re-register while using anonymous IP, will I still be banned?

An ISP is if banned by the entire range is permanent unless they switch companies or somehow are assigned a new number or an administrator is nice enough to lift the ban. But with so many proxy sites out there like proxy.org and proxies4free.com, your friend has the ability to redeem his or herself. I would tell your friend not to be an asshole and then maybe a ban will not be issued on their IP address. Just a thought.
