I haven't fully digested it, but it seems fairly weak IMHO.
It's a loser. Preemption only flies if Arizona law was different or contradictory to Federal law. The Arizona law carefully mirrors Federal law so there can be no interference.
This is to be expected from a halfwitted mediocrity like Holder. It's amateur hour in the executive branch.

Yes, things such as immigration enforcement IAW Section 287g of the Immigration and Nationality Act.

Certain states/cities currently are practicing the "sanctuary city" policy because they feel it better serves their law enforcement abilities (among other more nefarious reasons)....
The "sanctuary city" policy directly flies against federal law.
Kind of tough for the states to figure out which laws the feds are in the mood to enforce or challenge....
