Pulling a player down from the back or side by grabbing the inside of the pads OR JERSEY is the NFHS rule. The NFL rule may be different and, if so, that was a bad call because the defender obviously had nothing but Moeaki's jersey.

The rule was expanded to include the back of the jersey collar in 2006. The rule, with modifications, was adopted in college and high school football in 2008 and 2009, respectively.

The Wiki page was correct on the expanded rule being adopted by college and high school rules and, since the defender clearly had only Moeaki's jersey, the Wiki page must be correct on the NFL rule as well.

That, and the fact that absolutely no one on the field or sideline bitched about the call, even though it was totally obvious that the defender had nothing but the collar of the jersey, and no pads.
