We already set up a 7 billion dollar victims compensation fund back in 2002. That doesn't even include the billions in private donations that poured in to the cause. The average payout was $1.8 million in Federal money. Private donations easily match that or exceed it in the case of firefighters and then you have to factor in insurance payouts as well.

Wasn't the original payout sent to the families of the dead victims? The current firefighters and police officers suffering from cancer and other 9/11 related diseases weren't considered victims at the time, just heroes.
