I support his right to free speech. I don’t believe that supersedes HIPAA regulations. I also believe she had the legal right to have the procedure performed.

Not for anyone who knew them as a couple. And be honest. Your issue with this has nothing to do with free speech. It's about abortion. God knows we can always use another abortion thread. Or when Sirfuckafist is involved, an abortion of a thread.

What HIPAA regs have been violated? HIPAA regulates the release of Protected Health Info by
covered entities, which are insurers, care sites, caregivers & employees at those places). So unless the boyfriend worked at the place she got her abortion, she can't do shit about it other than some sort of Gloria Allred nonsensical civil suit.

Hmmmmm. OK, there is a huge body of law on this, including case law where the publication of a truthful matter was nonetheless held actionable, someone told about a former girlfriend's herpes, and the girlfriend won at trial.
We don't know all of the facts from the article, but it would not be a surprise if (1) many of their family, friends, and coworkers identify her as the potential mother in the billboard, and (2) that as a result of that publicity, she has suffered emotional injury. If that is the case, and if the billboard is determined not to have constitutional protection, then the civil suit would not be so nonsensical.
