This is just Barry squeezing one of government's favorite cash cows, smokers, for a little extra change.
As for these things being used by potheads, I haven't hung around any in a fewyears decades, but, when I did, they pretty much all had the hand rolling thing down pat. In fact, in the stoner world, being able to roll a nice tight joint was quite the resume bullet. But, then again, craftsmanship in general was more appreciated then than today, so, I guess it would make sense that this art has been lost as well. I suppose being able to roll a proper joint nowadays may be as prized as good penmanship is in junior high school. Is there even anyone under the age of thirty that can write cursive?

They're not trying to squeeze any extra money out of the smokers, they're just trying to keep the cash flow the same.The machines are used by customers who buy loose tobacco and paper tubes from the shop and then turn out a carton of finished cigarettes in as little as 10 minutes, often varying the blend to suit their taste. Savings are substantial - at $23 per carton, half the cost of a name-brand smoke - in part because loose tobacco is taxed at a lower rate.
