The Pac-12 Networks are wholly owned by the conference
Scott's masterstroke came in the spring of 2011, when the league signed long-term deals with ESPN and Fox. In addition to collecting $3 billion -- it was the richest TV deal ever signed by a college conference -- Scott retained the rights to 35 football games, thereby guaranteeing in-demand content for the not-yet-announced network.
Looks like the PAC 12 Network is putting its footprint in the state of Tejas and taking ownership of the Lone Star.
Time Warner has Pac 12 network, but still no Longhorn network

It may not be Longhorn football, but it is college football.
Time Warner Cable still has no plans to carry the Longhorn Network, which is nearing its one-year anniversary without distribution deals in place with major cable or satellite carriers, but the company has reached an agreement to carry the new Pac 12 Network nationwide, starting Wednesday.
Will the PAC 12 network show clips of Holiday Bowl games?

Up and running here in the Bay Area on 823-PAC12BA-HD...a lot of intro stuff etc...nothing of substance, just marketing etc., but at least it is on now...oh, and Slick Rick blathering on about the PAC 12...I'm excited though cause so far it looks very professional and well done.
