This has been a tactic used by anti-gunners to raise the cost of, tax, and possibly register the sale of ammunition. Not that I am in favor of feeding ducks mud laced with shot, but I don't eat ducks, nor do I hunt. In fact ducks are stinking greasy foul fowl. Especially the bottom feeding varieties.
