Toshiba Windows 7, about 3 years old.
When I click on the windows thingie and click shutdown, it doesn't. If I push the on/off button, it will go into hibernation. Clicking cntrl/alt/del don't do shit either. I suspect I have some sort of setting wrong or maybe I just go to too many pron sites. Fukk.

Open the task manager and see if anything is running that's preventing shutdown.

Well, duh, taking a battery out is obviously going to shut it down. What surprised me is that it fixed whatever was causing it.
I suppose el taco can tell me what was going on with it as he is smart like that.

Just about impossible to be too specific but I'd guess that some service/program has crashed and as a result windows is waiting for that process to shut down, but since its crashed, its not responding and as a result, windows just sits there. I think it may be something with Windows 7 because I have similar things with my win 7 laptop and I've seen similar reports from other people. I don't remember it happening much under XP, but I suppose the same thing is possible there as well.
That would be my guess, which was conveniently mentioned by someone earlier (about looking at your processes...). Of course after you reboot, the issue is fixed (temperarily or permenantly, until it happens again...)
