Monday June 17th rules quiz...

Situation:

1st down and goal for USC at the Oregon State 9 yard line. Neither team has a time out. Oregon State is leading by 4 late in the 4th quarter.


A) On the first down play the USC RB runs up the middle to the OSU one yard line. During the play the USC right tackle has his helmet come off after the RB was around the 5 yard line. No foul occurred causing the RT to lose his helmet. The clock is stopped by the official covering the play and 10 seconds remain in the game.


B) On the first down play the USC RB runs to the left side of the field and gets to the 5 yard line before he is about to be tackled. The USC Right Tackle loses his helmet right along the line of scrimmage while the RB is running to the left side. Since the defender he was engaged with has left the area the RT reaches down to grab his helmet and put it back on. No foul occurred causing the RT to lose his helmet. Suddenly he see the RB reversing directing and running back towards him. He is now the lead blocker and runs towards the right pylon. At the 3 yard line he makes a block on the OSU corner back and the USC running back scores a TD. Two seconds are showing on the game clock at the end of the play.


Where is the ball next put in play in both of these situations, down distance, hash, clock status, etc.

These will be tough for me:

A) Ball spotted on the 1 in the middle of the field. USC tackle leaves the field for 1 play. Clock starts before the snap.

B) TD USC. USC tackle off of the field for PAT.

A.) Oregon State would elect a 10 second run off and the game would be over. I think they could technically tell the refs that they don't want the run off, at which time the ball would be placed at the one yard line, the RT would leave for this play, and the clock would start on the ref's signal. 2nd and goal from the one. I think in this instance, the play clock would be set at 25 seconds.

B.) Personal foul on the RT for continuing to play after the immediate action he was engaged in was over. Run off the 2 seconds due to the personal foul, game over. Not sure if they can decline the run off because it is due to a penalty.

A) Killian is correct. Game over. Yes, any penalty can be declined, but in this case no way OSU would.

B) Flag on the USC Right Tackle for engaging in the play after his helmet came off. Since he was at the LOS as he re-engaged in the play the flag would be throw there. 15 yards for the personal foul and the ball is moved back to the 24. Since the clock was not stopped only for the helmet coming off and subsequent foul, (the ball becoming dead by rule in the end zone is what first stopped the clock) there isn't an option for a 10 second run off. The USC right tackle has to leave the field for one play (if USC had a time out remaining they could have spent it to get him back in). First and goal USC from the 24. 25 second play clock and the clock will start on the snap, since the ball became dead by rule in the end zone.
