USB TV Tuners
Looking to buy one to watch tv on my laptop. Anyone have any experience, insight, or can make a recommendation regarding one?

I just bought a Slingbox so I can watch college football in Europe.

I have 3 Hauppauge tuners (PCI and PCI-E), ten years now. Never had a problem. Not sure where you're seeing "mixed reviews"...

Hauppauge is definitely solid. I used to use one back when I was renting rooms and combined it with Orb and other ways to transcode TV to web so I could watch it on my phone or remote from work. Worked awesome.
