More than they do evidently. They used shitty Soviet engines that had been sitting around in a warehouse for 50 years. Of course it blew up on the pad.

I don't know who made the plane video, but I would think there would be TFR's out 6 miles at least, he seems well inside of 4 miles there. Could have been company plane I suppose. Posting a video of you violating TFR's is not terribly bright.
