When demonstrating how to deal with an active shooter, is it REALLY necessary to leave live ammo in your weapon?

Stupidity with guns isn't limited to the citizens. In Cortland NY a similar incident happened during a training session. A young cop was permanently paralyzed as a result. When I was in the Army we used blanks in combat simulations. Pretty easy to tell them from the real thing. Even with blanks, the little plastic plug thing can do damage up close, as some actor sadly found out a few years back.
