Maybe he and local boy Colt Lyerla (who was a 5 star, despite your anti-Oregon rants*) can someday share a cell. Every program has their fuckups.

And he got a speeding ticket out of the deal.
That incident sparked the awesome line that's still in use around these parts: When the cop inquired about the marijuana smell, Harris told him "We smoked it all."
But we're now hearing reports from his family that he has a severe mental illness (many mental illnesses start to really kick in during a person's mid 20's). That kind of takes away from the "he's a bad apple" theory. If you've never dealt with someone with a mental illness, it's hard to understand. They don't do stupid, evil stuff because they're stupid or evil -- they're not themselves at the time. Makes sense of why with such extreme talent, he couldn't keep an NFL job.

I won't pretend to know traffic law in Oregon but one thing I do know is travel. Just because the person who put the credit card down on a car rental isn't in the car, doesn't mean the car would be towed. There are plenty of corporate codes that allow employees or associates or members of the same organization to drive the rental without the credit card holder to be in the car.
So your rental car arguement is crap unless you can link us up to the rental agreement.
Your rental car tow story is crap as well. If the cops towed a rental, they don't drag it back to the rental location. They tow it to an impound yard and the owner, ie the rental company, has to come spring it.
No telling what else you have incorrect.

Hertz, National, Avis etc don't have different rules for different states when it comes to rental ages. Most charge an underage fee for anyone under 25, bury that is usually waived when using a corporate CDP.
So again, unless you can link us up to the renters rental agreement you have nothing on the rental car.

in California driving on a suspended license gets the driver arrested and the car towed and impounded for 30 days
A) Like anyone outside of California gives a fuck about California traffic laws. B) Depends what a person is suspended for. And if the car is registered to a rental agency (or anyone besides the driver), they're not going to impound it.
Also, driving over 100 MPH will get the driver arrested and charged with felony speeding and wreckless driving
"Felony speeding"? WTF is "felony speeding"?
In Oregon, driving over 100 gets one a very healthy speeding ticket (I think that might get a person into a 4-digit fine these days, but I'm not sure). Or if either the driver or the cop is a complete dick, they can go with the much more serious Careless Driving. Or go all out with reckless driving ("Wreckless driving" is actually encouraged around here), which isn't a traffic ticket, but a criminal offense.
DUI will also get a driver arrested
Pretty sure it's that way in all 50 states, last I checked. State cops are trained in assessing marijuana impairment, and cop seemed to think it wasn't an issue.
So, in short... you're pretty much wrong about everything.

First offense in Wisconsin is a civil offense, not criminal. Fourth one is a felony. So are the 11th and 12th, which we regularly read about in the paper.

Interesting. Here, the first one is a misdemeanor. So is the second (in a 10 year span), but they start getting pretty pissed. The 3rd is a felony, and I believe nets one a lifetime license suspension.

It's hilarious when you read an article about a guy who just got pulled over and issued his 12th DUI citation and he hasn't gone to court yet on number 11.
This is our current state champ.
