Dummy - where's your reading comprehension? . They're getting paid NOT to kill people. Now doesn't that make a lot more sense?

I guess maybe you would need to prove that you WOULD kill people if you don't get paid, so there's that. I'm not sure how you prove that you didn't kill anybody. Maybe they make you sign an affidavit every month when you pick up your check.

Or...maybe it's a way to get gang members to self-identify.

While you may be right it's more likely that you're confusing the city government of Sacramento with the California state government. These, believe it or not, are two completely separate entities. I know you're supposed to be some kind of genius when it comes to civics, but I wouldn't put this past you. You see, Sacramento is pretty much a huge shithole in the Central Valley whose only useful purpose is to host the legislature and a whole bunch of gang members. Nobody in their right mind, if given a choice, would live their year round.

Also, Mark Zuckerberg doesn't run California. Silicon Valley, maybe, but not California.
