I was chewed up and spit out of the IEC in one short year. I worked for a bit then joined the Navy. The Navy gave me a great edumacashum and I dare say I am in better overall economic shape 30 years later than a fair number of those that did grind through 4 or maybe 9 years of college.
This is one area where we actually should look to how the euros do it. Germany has a great apprentice system. Even German engineers take part in it. A typical German kid enters this pipeline around age 15, where he learns to be a mechanic before learning to be a mechanical engineer. By the time he gets his degree he is years ahead of the typical American BSME who comes out of school armed with not much more than a few thousand formulas bouncing around his dome, most of which have been forgotten by then.

I guess the engineering manager at a local company that told me about his experience working with such young German engineers was full of shit. They might get some hands on experience in a technical college or an apprenticeship before going on the the more "academic" part of their training, but mechanics don't generally become mechanical engineers, even though the two words may seem similar to you. Mechanics, even in Germany, generally go on to become more experienced mechanics.

Before I was a mechanical engineer I worked in construction for a few years and it was incredibly valuable, since I was an electrician, and ended up working a lot with energy efficiency projects in buildings and industrial facilities and stuff as an ME. A lot of that involves knowing where the wires go and how big they are.
I also know an engineering manager who realizes that hands on experience can be valuable. But he's never met a mechanical engineer who started out as a mechanic, and he's met a lot of engineers. Automotive engineers, maybe. Admittedly he doesn't know any German engineers though. And he's sitting in my chair typing on my keyboard at this very moment, so I know just how he thinks.

It says (because apparently you can't read) that the national government can dispose of property anyway they want, as long as it does not run afoul of another part of the USC like say the 1st amendment. Money is property. I don't like the National government in my local school either, but it is not unconstitutional.
