A few thought on this.

Rack the hell out of Reggie. This sort of industriousness used to be common among kids. He will go far.

To Mrs 88, I get that maybe this kid might have mowed onto your yard a little, but call 91 fukking 1?

Really?

Did you bother to talk to the kid or your neighbor? If that didn't resolve things, I'm sure the police have an illegal landscaper hotline or something you could call.

And lastly, a gigantic FUKK YOU to the writer of this piece. "A white woman calledd police on a balck 12 year old". You couldn't even wait till the body of the piece to maybe drop some sort of hint that race might have been a factor. You put it right in the headline.

I am fairly sure the 88s would have called five ohhh on a white kid as well.

OK, white kids don't do that sort of thing anymore. Could have been a "white hispanic" who they could easily have mistaken for greek.
