GW's Presidency may have been a deer in headlights fiasco, but you have to go a lot longer hit the depths of James Buchannan Andrew Jackson and Franklin Pierce. When all said and done GW will be a bottom 10 President. Trump may displace Jackson at #2.

Hoover was a deer in headlights for most of his Presidency. Out of 45 I would put him at 35. He wasn't equipped to handle the issues and he was piss poor at the role of head of state.

Carter was a visionary. His advocacy of renewable energy and commitment to global human rights was decades ahead of its time. He wasn't a Kennedy and Ted Kennedy wanted his job which meant he was going to have trouble working with his own party. He did manage to get Israel and Egypt to stop fighting for 40 years and counting. In the end the misery index and the hostage crisis did him in. I'd put him at 25.
