Here is my answer from when Melty played all nice also.
"290 registration is a joke. It’s just another one of those laws that people think make them look “tough on crime” when they support them. His legislation doesn’t go far enough.
"I don’t know anything about him other than this. 290 is a joke for many reasons.
1) You can have to register for peeing behind a bar at 2am.
2) It tells all 290 offenders that they will never rehabilitate so why try.
3) It has no good mechanism to handle homeless or transient working registrants.
4) It is violative of peoples' right to live where they want after they are off parole or probation. In some cities you have few if any places you can live due to what are called micro parks. This is a small bit of land designated as a park that 290s can’t live within 2000 feet of. It’s not there for kids to enjoy as they are often too small or in strange places.
5) But the worst reason is most sex offender molest family and friends which is rarely affected by registration."

So wouldn’t a law that exempted those that pee behind a bar or the homeless be more appropriate than one that would give a pass to a 19 year old having relations with a 9 year old?

I did. I think your reasoning is sound on some of it.
As for rehabilitation of a person who would prey upon 9 year olds that is debatable as to if it is even possible. Yes they may have completed their “time” but that doesn’t mean parents shouldn’t know when they want to move into the neighborhood. Same goes for family members.
But I don’t think those who choose to pee behind a bar on on a golf course should have to register.

I’m guessing that the underlying rationale for the peeing thing is the issue of publicly exposing oneself, the thinking being we wouldn’t want the quintessential trench coat wearing creep whipping out his dick by a school and then claiming he was merely urinating. The devil in the details was likely delineating how close to a school should be illegal and then to cover all contingencies legislators just made it a universal rule for simplicity’s sake.

We used to always go to that beach bar by the airport for cocktails the day we were heading back, right before turning in the rental car. Have also seen the KLM jets up close, both landing and taking off.
