States looking to force release of tax returns

A number of mostly blue states have bills before their legislative branches that would prevent candidates from appearing on a ballot for President if the candidate hasn’t released their tax returns. I believe CA has previously passed a similar law which was vetoed by the governor.
Couple of things here. 1) Why would a state want to limit the choices their citizens have in an election? B) why limit this to only tax returns? Why not include birth certificates, college transcripts, military service records, student loan applications, business holdings, etc.
