When I received my LE training way back in the mid 80's most agencies in CA banned choke holds.
We were instructed in the use of the carotid artery restraint. In that training we were instructed that when the suspect begins to lose consciousness we were to immediately release the hold, and I'm sure that the MPD gave the same instructions if such a choke hold was in compliance with department policy.
Yet Chauvin didn't get off of Floyd's neck until nearly 3 minutes after he lost consciousness.
Chauvin should be going in the hole for 40 years.

I was in SD at that time, but we had a somewhat similar case down there at the same time.
My first reaction to the article was about the same as I get reading other articles regarding holds and restraints (pet peeve, actually). What the Times & many other media outlets dont get is that there's a choke hold & there's a carotid artery restraint...they're not the same. The choke hold applies the forearm across the esophagus to restrict a person's ability to breathe. One of the primary dangers of the choke hold is that if the esophagus is collapsed completely it may not revert to its original condition after the hold is released (the interior of the esophagus was described to us as "sticky"). For this reason even back then officers in SD County were banned from applying them. With the carotid artery restraint the bicep & forearm are applied to the carotid arteries to prevent bloodflow to the brain. However, even the CAR can be dangerous when the suspect isn't sufficiently controlled, causing the forearm to move over the esophagus. That's what happened in the SD case, as the suspect was on PCP.
The problem I have with banning the CAR is that it removes a rung from the ladder of force. It will mean that officers unable to control a suspect with a baton or chemical agent will then be left with only lethal force to use, and that's a lot more deadly than the CAR.

Technically there is no such thing as a choke hold. You choke on the inside, outside pressure is strangulation, but cops want to be able to kill people without using "strangulation hold" so they changed the English language.
