The following is from personal experience only, and not a definitive answer:
- Basketball! (the midwest, the southwest, the bush)
- It's too damn hot inside (the midwest, the southwest, the bush)
- An alley isn't always an alley when no one has a lawn
- It's can be where everyone is at, if you don't live your social life online
- It's unironically safer than being inside one's home (Imangaq)*
- Home is overcrowded (the midwest, the southwest, the bush)
- There's no official curfew*
- Smoke break on the job
- Smoke break at home (if landlords don't allow smoking inside)
- Freedom
- Shortcut
- Privacy

None of which precludes drugs, alcohol, fights, assaults and/or homelessness. But you asked about the 14 year old. Not every 14 year has a safe home.

I once saw an elderly man (not black) sneeze, then intentionally wipe the mucus on the nearest door handle. Saw an employee (not black) fail at holding back a sneeze, then continue to make the footlong in her hand without stopping. No handwashing, no break to sneeze in the first place, no equipment provided by the franchise to allow sick employees to continue to serve customers.

If mask wearing stops that kind of shit, I'm happy. Even if all the masks have small print stating they don't prevent transfer if coronavirus.
