The census

Just heard a public service radio announcement directed to mixed race households in the region. The announcement instructed mixed race households to list Native members first, when filling out the paperwork. The Native doesn't have to be head of household or own the home, just live there. By doing so the entire household is counted as Native for census purposes. Not doing so decreases the amount of money communities would be eligible for.
My question is: does this apply to all households, or just Native?
I remember the issues blacks have had with the Census, after the fact, like answering in any way except the accepted terms for black got you not counted as black. But I don't remember public service announcements about how to answer.
Is this a new thing, or has it always been like this?

He says that being a census taker they have a "special right of access" ( his fucking words) that overrules no trespassing / private property signs or indications. Of course I have to make his life miserable for a few minutes for that moronic take. Make that whistle prick come back 2 more times. I finally did it on line.

My issue is the intentional misrepresentation in order to let the money flow. If 5 households are majority cac but count as nom-cac, cacs are getting paid not the non'cacs. If 5 households are majority non cac, but count as cac because the head of household has no idea, non cacs are still not getting paid.
They might as well count with drones and nanotech at this point. We can finally get the truth about the fake illegal, fake black and fake white percentage numbers gathered through the current method.

I was going to write a long response about how you become more bitter every day as we head towards the reelection of our POTUS.
