If you catch a group of people violating this directive you will be awarded a 100,000 won (about $100) coupon to a shopping center.

So now we've got weasels creeping around with their cell phone cameras ready to capture evidence of rule violations.
Seeking their $100 payday.

For what its worth, there is much of of a "collective" mentality among the Koreans.
People don't just float off and do what they want.

"The peg that stands out is pounded down."

Much different than America, where individuality is celebrated and encouraged.
