Look, they make all kinds of exceptions anyway so this is largely posturing. Further, I don't see this hurting the revenues of any states on the list.

If California does leave the country they'd be ranked as the 5th largest economy in the world. And I'm sure they'd be happy to not have to carry the financial weight of freeloading states like Georgia.
