Back when I lived in Illinois I had an association with a guy, 20 years older than me, who was a high school basketball referee.
I knew him a little bit, and he talked to me sometimes about some of his experiences.

We drifted apart, and then one day a few years later I happened to roll into the grocery store to have breakfast at the deli inside the store.
And who was seated in the deli?
Mr. Referee.

He was sitting at a table with a group of his buddies.
I sat nearby and overheard them all taking, for about 30 minutes, about gambling.
This was pre-internet days.
One (or more) of the guys was obviously a bookie, and they were discussing lines on the games (college basketball), etc.
My old referee buddy was obviously tangled up with this sort of "gambling crowd."

It was interesting.

For sure. That 1st down was really blatant. Do people really wager on high school games ? Also--no one I ever worked with had a beard.

Any betting would be done informally between people connected in some way to the teams and it could be for considerable money.

It also stands to reason that the bettors know the refs and that they could pay these refs to throw games.

I had relatives that were active in NJ HS football in the 70s. I remember visiting them back then and noticing that HS football was a wayyyyyy bigger deal there than in CT. Also, there's the fact that this is smack dab in the middle of Sopranoland.

Yes there are some areas that take high school football way too seriously. I'm sure some "friendly" wagering happens. Given all the variables of high school games, it seems a bit much to go to all the trouble to gather data and set odds on those games. There should be enough action at the NFL and big time NCAA level to keep gamblers happy.
