tipped pass...

this play happened on sunday.. the browns QB throws a pass it hits the Umpire, and is popped into the air. it is then caught by an O-lineman who is promptly tackled. Why is this a penalty? I dont get it. If the Bengals D-Lineman catches the ball its a int. but if the O-Line man catches the ball its a penalty? WTF? thats just stupid. if the ball is tipped, it should be a live ball and any one nomatter what number is on the front of the jersey should be able to catch it and advance it if nessasary.
why is this a rule?
