There are thousands of statutes regarding the operation of a motorized vehicle on a highway, and there's hardly anyone who doesn't violate at least some of them. Does not matter. When it comes to a 4 way stop, you take your turn and don't get to cut in front of someone else's turn, regardless of the vehicle you're in....unless it has sirens on it.
