In 1968 Juan Marichal started 38 games and completed 30 of them. In 1963 he threw a 16 inning complete game shutout, beating Warren Spahn who pitched 15 shutout innings. In 1968, Bob Gibson completed 28 games with a 1.12 ERA. He had 28 complete games again in 1969 but his ERA slipped to 2.18.

Every pitcher had ridiculous stats in 1968. My sister could have had 25 complete games in 1968.
Second, they lowered the mound by 5 inches and reduced the the strike zone. Certainly that took some of the dominance away from the pitchers, but I'm not sure how much any of that affected somebody's ability to pitch nine innings without a physical breakdown.
Gibson threw 28 complete games in 1969 and 28, 23, 20, 23 and 13 in the following years.
Marichal had 27, 14 and 18 in the following years.
