For the poorly educated, in Europe after WWII for decades emergency vehicles used sirens that used a hi-lo tone. What they didn't use was what we Americans call the wail tone. This was due to the wail tone sounding to similar to an air raid siren, which was inducing mental trauma on war survivors.

So I found the picture interesting in that a dog that appears similar to (if not the same) the dogs utilized by the nazis being used in a country with a huge Jewish population (including war survivors, although not many these days).
